Following up on a previous column I wrote for Opinion 51, I now provide more details about the payment of a contract made by the Cuernavaca City Hall. The documents in our possession lead us to wonder how much the administration of Cuauhtémoc Blanco is failing the precept of the seventh commandment? Here is the detail:

The meat supply contract PM/SM/SA/CJ/SADMON/059/2022-CT with validity from April 6, 2022 to December 31 of the same year for the canteen of the Secretary of Citizen Protection and Assistance, celebrated and signed by the City Council of Cuernavaca, Morelos represented by the citizen José Luis Urióstegui Salgado, Municipal President, assisted by the citizens Catalina Verónica Atenco Pérez, Municipal Syndic and Carlos De Rosa Segura, Secretary of the City Council, Municipal Syndic and Carlos De la Rosa Segura, Secretary of the City Council, had as its object the expense "22-11 food products for people" and according to the files that are under the custody of the Secretary of Administration, the necessary budget sufficiency was available to cover in time and form the disbursement caused by the mentioned contract.

The supplier was Desarrolladora de negocios comerciales DCN, SA. DE CV , which was the winner out of 5 bidders and was chosen despite the fact that its proposal was the highest and that it did not present the tax certificate specifying its activity related to the service to be contracted.

In a comparison with the lowest economic proposal of the bidder which was Investa Capital SAPI DE CV, Desarrolladora de negocios comerciales DCN, SA. De CV won with a proposal 115 thousand pesos, 635 pesos and 9 cents, more expensive.

In the clauses it is stated that the supplier would provide the supply of meats for the Canteen of the Secretariat of Citizen Protection and Assistance detailed below:

There are 46 descriptions of meat products, in which the measure would be per kilo and the annual consumption was approximate, then the unit price of each product and the subtotal appears.

According to this approximate annual consumption in the 2022 contract, the estimate of crab and raw shrimp for the entire Cuernavaca police force was 5 kilos.

How many policemen did the Cuernavaca City Hall feed with only 5 kilos of crab and shrimp?

In a whole year the purchase of medium-sized mojarras was 60 kilos and if we consider that a medium-sized mojarra weighs an average of 350 grams and up to half a kilo, the supplier according to this contract only sent 150 mojarras for the entire Cuernavaca police force.

55 kilos of boneless chambarete were foreseen with a grammage of 120 grams, these kilos translate into 458 pieces of chambarete.

The consumption proposal for the Cuernavaca police was allegedly the purchase of 1050 kilos in each of the following meat presentations: beef steak, ground beef, chicken breast in flattened steak, whole breast without skin, chicken leg and thigh, pork pulp, beef pulp in gram weight of 120 grams, which gives a total of 58,800 pieces and if that is intended for 500 policemen to cover one portion per day, those 7350 kilos only served to cover 117 of the 365 days of the year.

The payment to the supplier only for the purchase of meat from the Cuernavaca City Hall for the canteen of the Secretariat of Citizen Protection and Assistance is 2 million 233 thousand 236 pesos and 67 cents.

The allegations have been supported by several anonymous testimonies from police officers who claim that these products have not been included in their diet.  

The salaries and benefits for police officers in this country who expose their lives to insecurity are already precarious, it is unacceptable that for years those who administer the resources of the Cuernavaca City Hall have taken advantage of any loophole to abuse, steal, and lie.
