The complaint filed with the Morelos state Attorney General's Office against Cuauhtémoc "N" exposes more than just a heinous act: it reveals how power can be used not only as a privilege, but as a tool to silence and subjugate. The indictment, which charges him with attempted rape and other crimes, not only puts impunity in political circles at the center of the debate, but also the vulnerability of those who confront these structures. The victim, his half-sister Nidia Fabiola "N", narrates with heartbreaking details what happened in 2023, in the so-called Official Residence of Morelos, a place that, according to her testimony, functioned more as a refuge for excesses than as a government space. Here there is not only a name accused, but a system that must respond: will there be justice when the accused is shielded by the privilege and the party he represents?
In this column I describe more particularities and details of this case.
Context: The complaint was filed with the Attorney General's Office in the state of Morelos and was registered in investigation folder SC01/9583/2024.
The crime: Rape in the degree of attempt and the resulting offenses, as provided in paragraphs 152 and 154 of the Penal Code for the state of Morelos.
The Accused: Cuauhtémoc "N".
The victim: Nidia Fabiola "N".
In the complaint in the possession of this reporter, the victim states that Cuauhtémoc "N" can be located at Avenida Congreso de la Unión 66, colonia el Parque, alcaldía Venustiano Carranza, postal code 15960, Mexico City, since he is a Morena deputy in proportional representation in the 4th constituency in Mexico City of the LXVI Legislature.
Below I share excerpts from the text of the victim's narrative, clarifying that the complainant's expression is respected in its entirety and in some cases slight syntax modifications are made that do not change the meaning of the expressions:
H E C H O S:
"Cuauhtémoc "N" is my half-brother only on our father's side.
Although during all the years of my life I have had little contact with Cuauhtémoc "N" due to the activities of each one of us, that is to say, we have not been close -only in the last few years-, sometimes we lived together with him because of his profession as a soccer player, we also lived together on different occasions with some brothers and sisters and my father.
One day in the morning of April 2019, Cuauhtémoc "N" had already been elected governor of the state of Morelos.
I went to visit him at his office in downtown Cuernavaca to congratulate him and while I was with him we talked about various issues and he offered me to work in his administration, to which I told him I would think about it. He insisted that now he was the governor and could give me a job and do whatever he wanted with his government.
In May 2019 I started working at the Secretary of Economic Development of the State of Morelos.
In the month of January 2022, Cuauhtémoc "N" asked me to go live at the "Residencia Oficial Morelos" and/or the Governor's house...when I told Cuauhtémoc "N" that I was going to think about it -between 4 four and 5 five times-, he insisted me to go there, and since Cuauhtémoc "N" insisted a lot I accepted, and as of April 2022 I started living at the Residencia Oficial Morelos.
Ulysses went to live there full time in April 2023.
The Official Morelos Residence I understand was the official office of Governor Cuauhtémoc "N" which in reality was rarely used as an office or place for official events, most of the time it was used or was used by Cuauhtémoc "N", his brother ULISES BRAVO MOLINA, EDGAR RIU PEREZ, ABDIEL AMIROV GUERRERO ROJAS (sic) accused of sexually abusing a woman, GERMAN VILLA CASTAÑEDA, ISAAC TERRAZAS GARCIA, JESUS ANTONIO ALVAREZ VILLALOBOS, VICTOR AURELIANO MERCADO SALGADO, JOSE ANTONIO ORTIZ GUARNEROS among many others and used it for parties where the aforementioned persons continuously attended.
Prostitutes and/or sex servers" were constantly arriving at the Morelos Official Residence, there was a lot of alcohol, they were getting high.
I know that this type of event happened on several occasions with different types of women who arrived with very short dresses, low-cut dresses, high heels, sexy clothes, some of them with foreign accents such as from Colombia, Venezuela or northern Mexico.
Sometimes the collaborators I mentioned above among others were seen on different days and times with these types of women.
Even some days during the week, early in the evening, there was no time for the party and I know because I was sometimes in the small dining room and in the living room and then I would go into the bedroom and from there I could see who was arriving and who was there.
On another occasion looking for sugar in the kitchen in one of the sugar bowls I found that it was full of condoms.
In December 2023 between 11 and 12 at night I was sound asleep in the bedroom assigned to me by Cuauhtémoc "N", which is located on the second floor in front of the pool of the Morelos Residence or house, so I heard a very loud noise in the door of my room as if someone was trying to enter my room, moving the antique type handle and pushing the door at the same time, without being able to enter because the door was locked from the inside of the bedroom, the noise woke me up feeling scared and again I heard another very loud noise where they were still forcing the door and then I stood up and approached the door and removed the lock from the inside and opened the door a little to see who it was and I saw that it was
Cuauhtémoc !!!!
And I said to him, what happened, you scared me! and I saw that outside the room were Leonardo Ricardo, Edgar Riu, Jesús Álvarez and Arturo Vázquez and still scared but confident and knowing that Cuauhtémoc is my brother and in the place where I was (Morelos Residence) and when I started to open the door, Cuauhtémoc throws the door and once inside, he closes it so that they would not see him and with a violent, aggressive attitude pushing me with his body, noticing him with alcoholic breath in a state of desperation and anxiety, with red eyes, He immediately grabs my shoulders and approaches me very quickly wanting to kiss me on the mouth and immediately starts touching my breasts and trying to rip off my pajamas, I try to defend myself, I push him away, I reject him turning my face to the sides and he starts to want to kiss my neck and shoulders to which I push him hard and I can't get away completely and he starts to take me towards the bed throwing me violently to this and immediately I see that he pulls down his pants and grabs his penis and starts to masturbate and it gets erect and ordering me he shouts: "Suck my cock, hurry up, I don't want anyone to notice!And don't make any noise!!!" I start yelling at him "You're crazy, what's wrong with you asshole, we're brothers!!!!". "Don't you realize what you're doing!!!" and he answers: "I don't give a fuck!!!" and I yell again: "Outside there are your people very close to you and your security!!!" "!!!!!!!" "Get out of here you bastard!!!" and he says again "I'm not going to leave!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!" "!!!!! Don't be pendeja, shut up they will listen to you!!!" again I shouted "GO AWAY!!!!!"When Cuauhtémoc saw that I was screaming and that I had already gotten up from the bed while standing at the foot of the bed and that he wouldn't let me, he grabbed me again by the arm with a lot of force and then he put me down on the bed again holding me by the arm and I was on my back with my other arm and started punching him, ON THE BODY AND SOME ON THE HEAD AND WITH HIS OTHER HAND HE WANTS TO COVER MY MOUTH TO STOP ME FROM SCREAMING "LET ME GO YOU BASTARD, LET ME GO, HELP ME!!!!!!" AND HE ON TOP OF ME TRYING TO RAPE ME I MEANING TO PENETRATE ME WITH HIS PENIS, I WAS MOVING HANDING AND PUSHING HIM WITH MY ARMS AND LEGS TO GET HIM AWAY FROM ME" was how I managed to get him to separate from me BY THE BANGS I GIVED HIM AND SCREAMS I WAS MAKING and he tells me "GO FUCK YOU!!!!!!!, LATER!!!, LATER!!!!! he pulls up his pants and leaves the room VERY ANGRY LYING TO MOTHERFUCKERS, once he leaves I put a lock on the door from the inside and I also put the chair to lock it, because I was afraid that Cuauhtémoc would want to enter again and I started to cry, I was very scared, confused about what Cuauhtémoc had done to me and how surprised he was that he didn't care that I was his family or sister. I could not sleep that night I was in shock, waiting for the party to end so I could leave early for work, but the party continued until almost seven o'clock in the morning, it was when those who were at the party left, there were only those who went to work in the service of the Residence and I left.
What Cuauhtémoc did to me lasted approximately 4 to 6 minutes and the clothes Cuauhtémoc was wearing at that horrible moment I went through were dark gray pants, black shoes, and an old stinky T-shirt with orange and yellow colors.
Almost always when he came to the Residence to drink to the point of getting drunk and smoking, he wore that T-shirt.
After the incident I lasted months until today, scared with feelings of pain, rage, confused, impotent of what happened, of what Cuauhtémoc did to me".
The complaint reads that: Cuauhtémoc "N" took advantage of his kinship and authority as governor of the state of Morelos with all that having that position implies, taking advantage of the familiarity with the victim NIDIA FABIOLA "N" acting maliciously causing her physical, material and psychological harm, suffering to date because of such situation.
And in that same order of ideas and seen there is a request:
"I have been completely damaged in my mental health (fear, fear, anxiety, depression) and physical health, it is necessary that the victimizer Cuauhtémoc "N" and those who are charged be held accountable for the facts that I point out directly, and that the corresponding investigations, procedures and actions be carried out, regardless of the fact that he is currently a federal deputy for Mexico City, since the federal constitution establishes how the summons must be carried out, the processes for the federal Chamber of Deputies to issue the DECLARATION OF PROCEEDING, to REMOVE HIS CONSTITUTIONAL RIGHTEOUSNESS and subsequently be prosecuted and tried since there is sufficient data and evidence to prove his responsibility".
In this country, justice should not be selective and in this as in any complaint, the authority has the last word.
