The 2026 California gubernatorial race could take a significant turn if former Vice President Kamala Harris decides to run. Although she has not yet officially announced her intention to run, her potential candidacy is already generating expectations and reshaping the state's political landscape.

According to a survey by the Berkeley Institute of Governmental Studies, Harris would have a clear advantage over other potential candidates. Forty-six percent of voters surveyed said they would be willing to support her, a figure that puts her well ahead of other challengers, none of whom have surpassed 13 percent in voting intention. This advantage is due, in part, to her national recognition and her experience as a former senator and former state attorney general.

If Harris decides to run, she will have to address several pressing challenges facing California:

  • Housing Crisis: The high cost of living and lack of affordable housing are critical problems in the state. Any serious candidate is expected to present concrete solutions to this problem.
  • Climate change: With forest fires, droughts and other environmental crises, the next state administration will need to strengthen sustainability and natural resource management policies.
  • Economy and Jobs: Post-pandemic economic recovery remains a priority issue. Harris could focus her campaign on economic growth and job creation initiatives.
  • Public safety: Rising crime rates in some urban areas could become a key issue for voters, driving police and criminal justice reform proposals.

While Harris is an influential figure within the Democratic Party, her potential candidacy could create tensions with other Democratic politicians who have already expressed interest in the governorship. Lieutenant Governor Eleni Kounalakis, for example, is a leading contender and has maintained a close relationship with Harris in the past. This factor could divide support within the party and create an internally competitive scenario.
