It was November 2018 when the then newly appointed head of government Claudia Sheinbaum appointed Jesus Orta Martinez as Mexico City's Secretary of Public Security, a man with experience in middle positions but close to Marcelo Ebrard; in fact he was senior official and undersecretary of Finance in his administration as capital chief.

Claudia made that decision after consulting Marcelo, as she did to execute others upon taking office. Her short career with political leaderships that included having been the delegate of Tlalpan and Secretary of Environment in the Mexican capital gave her a narrow repertoire of contacts and personalities she trusted to choose who to give the necessary responsibilities to manage the city. That is why she resorted to the advice of him and other politicians of her party.
