The arrival of Donald Trump to the presidency of the United States is like a hurricane foretold. We knew it was coming. We knew his strength. We knew it was going to hit. But here we are, watching to see whether or not he would sign his most threatening decrees to prepare a plan. What if he doesn't sign them and here we are with Jesus in our mouths?
Civil protection experts say that the best disaster is the one that does not occur, which implies working on risk identification and mitigation. That means knowing how big the hurricane is, what would happen if it becomes monstrous along the way, and what resources we have to hide from its fury.
I have learned that some meteoric phenomena come threatening and when they hit land they melt into small showers, but I would not stand on the shore scanning the horizon to see if I would jump into the lodge or not.
It is the same with political phenomena: be prepared for worst-case scenarios. Prepared for Trump to win and prepared for him to deliver on his follies. Do you feel the Mexican government is prepared for deportations, tariffs, a new geopolitical arrangement, a militarized border, U.S. actions against Mexican-based terrorism?
Do you think this is a surprise and was not foreseen? I have the impression that Sheinbaum was scanning the horizon trusting that the hurricane would turn into a rainstorm and that is why she announced a plan of 2,000 pesos for deportees, just in case. That and the alert at consulates.
It may be that our secretaries of security, economy and foreign affairs have gone to great lengths to develop a hurricane mitigation protocol. Maybe... I am not saying that they are in the hammock, but there is no evidence of progress and that is extremely serious.
If in the coordination with their peers in the United States they do not find an echo, they would do well to take advantage of the fact that they have all the marbles with them to convene an inter-institutional crisis table with different levels of government and civilian sectors to make unilateral protocols to contain the economic, humanitarian and social impact that the immediate measures of President Donald Trump will have.
It was coming, it's here and we have to react to the emergency. Sound the alert!
