No, it is not an expropriation. The government's seizure of the 120 kilometers of Ferrosur tracks was not expropriated, because the state cannot expropriate something that is its own: the railway line is a national asset given in concession to a private company.
No, it is not a bailout either. This figure applies only when a concessionaire fails to comply with its contractual obligations and the federal government recovers that asset. Ferromex had not defaulted on its contract and in fact was in the midst of negotiations for joint work on the Transisthmian Train.
