In the midst of the institutional chaos promised by the fire at the immigration station in Ciudad Juarez where 40 foreigners burned to death, the National Institute of Migration (INM) decided a few weeks later to close 33 migrant shelters in 26 states, until the National Human Rights Commission (CNDH) made an assessment of them.

These centers are sites set up to receive migrants who have not been able to prove their migratory status and in some cases allowed a stay of 48 hours and in others up to a week. The 33 were located in states now collapsed by the migration issue, such as Chiapas, Oaxaca, Campeche, Tamaulipas, Coahuila, Chihuahua, Sonora and Baja California Sur. Others are in some of the most important cities along the routes from the southern to the northern border, such as Guadalajara, Puebla, Querétaro and Veracruz.
